This issue might be due to lots of parameters like wrongly added custom taxonomy or not having a unique slug for custom taxonomy or theme or plugin javascript file conflict with native menu functionality.
I suggest you to set up a separate development website from current one. Disable all plugin and change to default theme. Then check things working fine or not. You can enable theme and plugin one by one to find which item having the issue.

I disabled all the plugins and switched to the default theme, but the menu’s sub-item not getting saved 🙁

For development site setup, you should check with your hosting company. It changes depend upon where you hosted your website. So they will guide you on that.
I can see in the video that you have disabled everything and switched to the default theme, yet the menu behaves strangely. This is strange behaviour. I suggest you hire a WP developer to investigate further what causes this behaviour.
